Meet the Principals and Innovative Nurse Leaders

Dr. Deborah Shelton, PhD, RN, NE- BC, NPD-BC, CCHP, FAAN , is a Professor Emerita at the University of Connecticut and a correctional nurse consultant. She is a founding member, first President, and active Board member of the American Correctional Nurses Association. Dr. Shelton co-led the 3rd revision of the 2020 ANA Scope and Standards for Correctional Nursing Practice and is on the team to revise the 4th edition of this document. As a national leader in her specialty, she participates on national and state nursing workforce committees, including but not limited to the Nurse Advisory Committee for the National Commission on Correctional Health Care, the Campaign for Nursing Workgroup, the National Competency-based Education Nurse Network, The North Carolina Workforce Development Taskforce, and the Tri-Council for Nursing Taskforce as an advocate for the correctional nursing specialty. New collaborations align with the Association for Nursing Professional Development and the International Society for Professional Identity in Nursing to promote correctional nurse-led innovations under a Center 4 Correctional Nursing she has co-founded with Dr. Roscoe targets correctional nursing resources, workforce development and practice outcomes. A translational science researcher, Dr. Shelton aims to apply research discoveries into practical applications that benefit correctional nurses. She continues to publish and present nationally and internationally; her work is read in at least 15 countries. She also provides career mentoring.

Lori Roscoe, DNP, PhD, APRN, ANP-C, CCHP-RN, is a nationally recognized expert in the field of correctional nursing and correctional healthcare. She has participated as an expert in the review and revision of the ANA publication Correctional Nursing: Scope and Standards of Practice for the past two editions and is currently a member of the workgroup conducting the current revision. Dr. Roscoe is also a member of the National Commission on Correctional Health Care’s expert workgroup currently reviewing and revising the Standards for Health Services in Jails and the Standards for Health Services in Prisons.
Dr. Roscoe is also a clinical nurse practitioner and educator. She maintains Correctional Nurse.Net, a blog about correctional nursing, and Nursing Behind the Wall, a free website that presents various clinical scenarios for correctional nurses and providers with which they can hone their clinical judgment skills. Dr. Roscoe has also developed and maintains The Correctional Nurse Educator, an online education program that offers accredited continuing education classes specialized for correctional nurses. Currently there are 65 classes available. In addition, through her company, Correctional HealthCare Consultants LLC, Dr. Roscoe provides consulting services to jails and prisons across the United States in all aspects of healthcare operations and nursing practice.
Dr. Roscoe is a founding member of the American Correctional Nurses Association, a national professional organization for all licensures of nurses working in corrections.
